PROBLEM TO BE SOLVED: To provide an apparatus for transferring a tape of coating material pulled out of a bobbin in the tobacco-processing industry, particularly in the type that is equipped with a tape cutter acting on the tape of the coating material formed with a preliminarily perforated coating tape along the tape- transferring section. SOLUTION: The tape of a coating material 1 is pulled out through the pulling-out roller units 2, 17 to the loop cutter 38 in which the pulling-out roller units 2, 7 are provided with the turning mandrel 18 that is formed as a controllable or adjustable turning part that belongs to the collectively constituted loop pool on the output side and receives the action of the negative pressure and with the braking guide 19 that acts as a vacuum brake.
