PROBLEM TO BE SOLVED: To provide outstanding properties such as resistance to flaw and fingerprint and further, upgrade the blackness and conductivity by applying a conductive black coating film and a clear coating film to a metallic plate. SOLUTION: The conductive black surface-treated metallic plate has a conductive black coating film 4 and a clear coating film 5 applied to a metallic plate 1. The black coating film 4 is applied for imparting conductivity and blackness, and further, the resistance to flaw is also enhanced by controlling the particle diameter and coating film thickness of a conductive filler. For the conductive filler, it is desirable to use a carbon black of a small particle diameter from the viewpoint of imparting the blackness. The clear coating film 5 is effective for imparting the conductivity and at the same time, shows the effect to significantly enhance especially the resistance to flaw and fingerprint and besides, the effect to significantly increase the blackness. Thus it is possible to obtain an appearance showing the high blackness and reduce the total thickness of a coating film applied to the metallic plate 1 and further, cut down on a painting cost from the viewpoint of favorably expanding the field of use applications.
