PROBLEM TO BE SOLVED: To provide a binder composition, a non-combustible formed material, a non-combustible sheet and a non-combustible honeycomb structure material dispensing with an organic solvent for the mixing of a water-soluble silicate with a polyisocyanate. SOLUTION: The objective binder composition contains, as essential components, a water-soluble silicate as an inorganic component, a hydrophilic polyisocyanate as an organic component and water as a solvent or a dispersing medium for dissolving or dispersing both components. Water glass is used as a main component of the water-soluble silicate. The polyisocyanate component of the hydrophilic polyisocyanate is preferably a polyisocyanate having introduced hydrophilic group or a polyisocyanate composed of biuret and/or urethodione of diisocyanate monomer.
