PROBLEM TO BE SOLVED: To provide a movable device capable of easily raising a wrist by providing a rotatable wheel and fixing a rising and falling screw to be fixed to a rotating upper part to a wheel cover. SOLUTION: In a non-movable vehicle, wheel screws are removed in two positions or in several corresponding positions as wheels are attached thereto to mount this device. The wheel of the vehicle is rotated to the position fitted to the wheel bolt hole 11 of a mounting wheel 1, and a mounting bolt is removed. A wheel mounting spacer 4 is mounted on the mounting wheel 1, and an attached wheel mounting bolt 5 is replaced to fix the device to the wheel part of the vehicle. A free wheel 2 is set in the position freely oscillatable to the towing or advancing direction, and fixed to the wheel body by a parallel fixing metal fitting 8 or a vertical fixing metal fitting 9. A raising and lowering crank handle 14 is inserted to a raising and lowering handle port 13 to raise a wrist part to move the vehicle.
