PROBLEM TO BE SOLVED: To provide a dechlorination decomposition treatment of polychlorobiphenyls that can carry out the dechlorination reaction, as the participation of low-boiling compounds is excluded from the dechlorination reaction of recalcitrant organic chlorine compounds, for example, polychlorobiphenyls through simple operation. SOLUTION: When a mixture of recalcitrant organic chlorine compounds and other low-boiling fractions is subjected to the dechlorination decomposition treatment for the recalcitrant organic chlorine compounds, the dechlorination reaction is allowed to proceed at the temperature higher than the boiling point of the low-boiling fractions whereby the low-boiling fractions are distilled off from the reaction mixture. Thus, the unreacting recalcitrant organic chlorides evaporating together with the low-boiling fractions is recovered together with the low-boiling fractions as a condensate. Then, the condensate is distilled to separate into the recalcitrant organic chlorides and the low-boiling fraction and the separated recalcitrant organic chlorides are circulated to the dechlorination decomposition treatment process.
