PROBLEM TO BE SOLVED: To decompose and purify complex pollutants on the ground surface because the ground surface such as a sandbox, a bathing resort, a schoolyard of a school, a farmland and a field around a refuse and waste incineration site, a park and a recreation ground, an orchard, a golf course, a tennis court, a baseball ground, a zone of a service water source, a zone of the shoreline polluted with oils, a zoo, a racecourse, a pig farm, a poultry farm or the like is subjected to complex pollution with chemical substance-based or natural organic substance-based pollutants. SOLUTION: This purifier is obtained by forming an inorganic oxide such as silica or zeolite into quartz sandlike grains, using the resultant grains as a carrier, highly dispersing and supporting fine particles of a titanium oxide (TiO2) photocatalyst in a high-density state on the surface and pores thereof. The resultant purifier is charged into or scattered on the ground surface to oxidize and decompose all the pollutants on the ground surface by titanium oxide photocatalytic reactions and actions.
