METHOD AND SYSTEM FOR ENCODING MOTION PICTURES WITH LOW TRANSMISSION RATE ACCORDING TO DYNAMIC MOTION ESTIMATION

PURPOSE: A method and a system for encoding motion pictures with a low transmission rate according to dynamic motion estimation are provided to estimate the motion and shape of an object through analysis of dynamic motion and to encode parameters generated through the motion estimation. CONSTITUTION: A changed region of a target image is extracted as an object to be analyzed on the basis of a reference image. The motion of the object is analyzed to generate motion information and shape information with respect to the object, and a temporary restored image is constructed using the motion information and shape information. Motions of the target image, temporary restored image and background image are analyzed to process minute motions, background, a region where motion estimation is impossible, to thereby construct the final restored image.
