PROBLEM TO BE SOLVED: To obtain an enhanced mobile body cell reception scenario for a service dependent direct retrial. SOLUTION: The method is a method that establishes transmission to a mobile station in a cellular radio communication system. This method has a step where an exchange receives a signal to start a call and informs a network about a paging message and a step where the paging message is supplied to the mobile station. The display of a radio service request condition is served together with the paging message. Thus, it is required to measure only a cell satisfying a radio service request condition to decide which cell is to be used.
