PROBLEM TO BE SOLVED: To easily and speedily perform programming by allowing a 1st control unit to store programs and data received through an interface in multiple memory devices so that all control units in a controller can access them. SOLUTION: The 1st control unit 2 is connected to an external source 6 through an interface 5. The external source 6 is constituted as a programming device, specially, a personal computer. Programs and data from the external source 6 are transmitted to the control unit 2 through the interface 5. The programs and data are transmitted from the external source 6 to the interface 5 through an interface line 7. The 1st control unit 2 transmits the received programs and data to a memory device 4, and the programs and data are so stored that two control units 2 and 3 of the controller 1 can access them.
