PROBLEM TO BE SOLVED: To provide an effective information corresponding to predicted action by predicting the action on the basis of unit action history information (ACTIV ITY). SOLUTION: A base station 21 transmits a position register signal, which is transmitted from portable terminal equipment 20 in a cycle corresponding to the moving speed, and ID information to an access server 31 of a communication industry device part 30. Every time the position register signal is transmitted from the portable terminal equipment 20, current position information expressing a position and time is stored in a position information storage part 35. Every time the new current position information of the portable terminal equipment 20 is stored in the position information storage part 35 or at every prescribed timing, the CPU of an action pattern analytic server 33 executes updating processing of an ACTIVITY object. At a request from a service provider 40, the action pattern analytic server 33 predicts the action of a user holding the portable terminal equipment 20 while using the ACTIVITY object stored in an action pattern information storage part 34.
