PROBLEM TO BE SOLVED: To make the system applicable to an application system for following a mobile station and providing service by performing multi-address transmission to all base stations in an area, reporting reception of a communication packet, transferring the communication packet to the application system and repeating the communication packet to be exchanged between a mobile station device and the application system. SOLUTION: When a communication packet addressed to its own station from a second network communication means 303 of a base station management device 300a is received, allocating processing of mobile station identification information, for example, or processing such as processing for repeating the received communication packet to an application system 100 is performed in accordance with the contents of control information for procedure exchange with the transfer control means 502 of a base station device 500a. When the communication packet addressed to a mobile station device 600 is received from the first network communication means 301 of the base station management device 300a is received, it is inquired by using multi-address transmission that with which of base station devices 500a to 500d in an area the mobile station device 600 of a destination is being communicated and connected at present.
