PROBLEM TO BE SOLVED: To interconnect an existing digital or analog communication network to an asynchronous transfer mode ATM communication network, or a mobile communication network or the Internet. SOLUTION: A common buffer memory section 301 stores a received ATM cell, which is shared by each connection. A synthesis/copy processing section 302 applies selection synthesis processing or copy processing to a read ATM cell. Address first-in first-out FIFO 3011-1-3011-P store read addresses of ATM cells by each connection. A synthesis/copy information table 309 indicates how to process synthesis/copy for each connection. A synthesis/copy control section 308 reads the synthesis/copy information table 309 in matching with the timing from a CPU 60, reads an ATM cell according thereto and conducts processing instruction. A buffer capacity table 301 manages the number of blocks consisting of a plurality of ATM cells stored in a common buffer memory section 301.
