PROBLEM TO BE SOLVED: To prevent the leakage of a code number without hindering a user's operation by detecting the shift of a personal identification number on the basis of an operation signal to output a shift signal and counting the number of operation signals divided by the shift signal to recognize the code number. SOLUTION: An input operation detecting part 110 transmits an operation signal to both a shift detecting part 120 and a personal identification number recognizing part 130 each time the part 110 receives a personal identification number inputted by a user with fingers. The part 120 detects shift timing by discriminating the receiving interval of the operation signal transmitted from the part 110, its transmission source, etc. Each time shift timing is detected, a shift signal is transmitted to the part 130. The part 130 divides the number of operation signals transmitted from the part 110 in every transmission of a shift signal from the part 120, counts the accumulation total of each division and recognizes the numerical value of a personal identification number.
