PROBLEM TO BE SOLVED: To improve the operating efficiency of an ice thermal storage device by collecting the collision energy in the form of electric energy in generating ice upon releasing the supercooled state of water by the collision of the supercooled water. SOLUTION: In an ice thermal storage device, wherein water 4 which is a thermal storage medium is supercooled below zero in liquid phase by heat exchange with a low temperature coolant 2 cooled below zero in a heat exchanger called supercooling unit 6, and the supercooled state of the water 4 is released inside an ice thermal storage device 8 changing the phase of the water 4 into ice 7 and realizes the storage of the ice, the supercooled state of the supercooled water 5 is released to produce the ice by releasing the supercooled state of the water by the collision of the supercooled water, and the rotating energy of a vane is taken out by a vane generator 40 generating electricity by the rotation driven by the collision of the supercooled water at the position where the supercooled water 5 drops from the supercooling unit 6 to the ice thermal storage device.
