PROBLEM TO BE SOLVED: To prevent the infiltration of moisture to the element forming layer of an optical converter from a base body, such as an X-ray visible-ray transfer substrate, by forming the base body into a shape that the side section of a transfer means is covered. SOLUTION: An X-ray visible-light converter 20 has an X-ray visible-light conversion substrate 21, in which a recessed section is formed and which is composed of Al, an X-ray visible-light conversion layer 22 being formed in the recessed section and comprising CsI. The surface and end face of the X-ray visible-light conversion layer 22 are covered with the X-ray visible-light transfer substrate 21 consisting of Al as a metal. Sections other than the recessed section in the evaporating surface of the X-ray visible-light substrate 21 are masked before mounting on a substrate holder, and CsI is not formed to the sections other than the recessed section. The visible light conversion layer 22 and the element-forming layer 110 of the light converter 100 manufactured by another process to the layer 22 are arranged so as to be opposed, and these layers are coated with an adhesive material comprising an epoxy resin and the adhesive material is bonded and cured, and arrangement is fixed.
