PROBLEM TO BE SOLVED: To provide a cold cathode fluorescent lamp and a manufacturing method thereof capable of effectively improving start characteristics in the black state by a relatively simple structure. SOLUTION: In this cold cathode fluorescent lamp wherein electrodes 3 are disposed on both ends of a glass bulb 1 having a luminous layer on the inner surface and a rare gas and mercury are sealed in the inner space of the glass bulb 1, a cesium compound 5 set to 0.1 mg or more, preferably within a range of 0.1-10.0 mg resides in an arbitrary portion such as the electrode 3 in the glass bulb 1.
