PROBLEM TO BE SOLVED: To observe the face of a pedestrian with high accuracy by acquiring a picture so that a feature of the face of the pedestrian can stably be extracted. SOLUTION: A virtual path RD is assumed by extending both ends of a doorway 30 in forward/backward directions and a camera 1 is installed at a prescribed height in front of a passing line L tying both the ends of the doorway 30 at a position with an offset outwardly in the width direction of the path from one border of the virtual path RD. In this case, an optical axis of the camera 1 is directed in a direction of the passing line L, and an observation condition of the camera 1 is set so that an essential observation area Q, within a visual field of the camera 1 depending on the range A in the width direction where the face of a pedestrian can pass and the range B in a lengthwise direction where the face moves while an image is acquired for the observation, is included in an observation available area P of the camera 1.
