PROBLEM TO BE SOLVED: To obtain a fixing device which rotates a heat-ray fixing rotary member without damaging the light-transmittable substrate of the heat-ray fixing rotary member mainly using a glass member and regulates the structure and conditions of a pressure rubber roller for improving the fixing capability. SOLUTION: The heat-ray fixing rotary member in the form of a roll is formed by providing a cylindrical, light-transmissible substrate 171a which has inside a heat-ray emitting means for emitting a heat ray and is transmittable the heat ray, a light-transmissible elastic layer 171d comprising a light- transmittable rubber layer formed outside the light-transmissible elastic layer 171a, and a heat ray absorption layer 171b for absorbing the heat ray formed outside the light-transmissible layer 171d. Further, in the fixing device, a pressure rubber roller 47a is provided opposite the heat-ray fixing rotary member, the pressure rubber roller 47a is a drive roller, and also the rubber hardness of the pressure rubber roller 47a is higher than the rubber hardness of the heat-ray fixing rotary member.
