PROBLEM TO BE SOLVED: To enable both of personnel cost and development cost of software to be comparatively a low cost. SOLUTION: This operation managing device 40 is interposed between an equipment system with an illuminator 12 and an actuator 15 and an information system with a monitoring device 31 to monitor and control the equipment system. The operation managing device 40 is provided with a communication control part 41 to perform mutual communication of monitored and controlled information between it and the equipment system, a monitor control part 42 to monitor and control the equipment system, an operation display screen program converting part 43 to mutually convert the monitored and control information and data to be handled by the monitoring device 31, an operation display server part 44 to function as a server for the monitoring device 31 and to transfer required data for the monitoring device 31 between it and the operation display screen program converting part 43, a network interface part 45 to perform mutual communication with the monitoring device and an energy saving managing part 46 in which the operation schedule of the equipment system is set.
