MOVING PICTURE ENCODER AND DECODER

PROBLEM TO BE SOLVED: To provide an encoder and a decoder by which an excellent picture can immediately be obtained even on the occurrence of an error at communication start of moving picture data. SOLUTION: A selection section 102 selects '0' for 1st-(N-1)th frames and selects a predicted picture for the succeeding frames. Thus, in-frame coding is executed for the 1st-(N-1)th frames and adaptive coding is executed for the succeeding frames. An information quantity reduction section 103 reduces the information quantity of data in the 1st-(N-1)th frames. An information quantity adjustment section 104 stepwise increases the information quantity reduced by the information quantity reduction section 103.
