PROBLEM TO BE SOLVED: To transmit an important packet and an express packet through the use of a high-speed channel or a channel with high quality by adding a prepaid point to an Internet protocol(IP) packet and transmitting the IP packet on a route designated by the prepaid point. SOLUTION: A prepaid point storing information of a route being a transmission route of an IP packet is added to the IP packet and the IP packet is sent through the route designated by the prepaid point. In this system, for example, a user host UH 10-1 sets the prepaid point to a prepaid point area of an IP data program. When the prepaid point indicates '0', since it means that an HLAN is not available, the IP packet is sent to a router R14-1 on a LAN. Furthermore, when the prepaid point indicates a value higher than '0', since it means that a high-speed channel is available, the IP packet is sent to a router 14-3.
