PROBLEM TO BE SOLVED: To carry on the operation of a system in a normal state even if some functional module becomes abnormal by stopping all application programs using a functional module if abnormality detection information has been inputted from the functional module. SOLUTION: Once a fault such as resource number abnormality has been caused in one of functional modules, a resource registering means 8 outputs an abnormality detection signal from the functional modules, and an abnormal- time process means 10 outputs an abnormality process start signal to start an abnormality process. A functional module initializing means 11 makes a resource releasing means 12 extract all application programs whcih uses the functional module where the abnormality has occurred according to a correspondence relation management table 9. Then the resource releasing means 12 releases the resources that all the extracted application programs acquire and all the application programs are forced to end.
