PROBLEM TO BE SOLVED: To create and alter processing of the control outputs of a power system by providing a control-procedure-table creating apparatus, capable of representing its control output conditions and its control outputs through table formats, and by providing a control executing apparatus for executing the control procedure of the control-procedure table creating apparatus. SOLUTION: A translation processing 211 into execution formats sets a character-string file 21 of a translation table 12 for names and data, which are included in a control-procedure table creating apparatus 1 to a translation table 24 for names and data. Then, the translation processing 211 sets the character-string file 21 to a control execution table 23 and an administration table 22, by translating the file 21 into computer executing formats according to the translation table 24 for names and data. Furthermore, when human operation is made 3, at a predetermined time 2111, and the generations of state changes 42 of power-system apparatuses, an execution processing 212 decodes the computer executing formats by reading them from the administration table 22 and the control execution table 23, to execute control procedures.
