PROBLEM TO BE SOLVED: To provide an image decoder by which deviation in an image and an audio signal at a reception terminal caused by a difference of a clock in a transmission/reception terminal using different reference clocks and an image jump in image can be avoided. SOLUTION: When reference clocks of a mobile phone being an image transmission terminal 301 and a mobile phone being an image reception terminal 302 that communicate image are not synchronized, the reception terminal is provided with a frame counter 307 that counts the number of frames on the basis of the reference clock and a reset means that resets the numeral value of the frame counter 307 on the basis of the frame number included in an actual bit stream after measuring the optional number of frames. Then the synchronization of the frame number of the reception terminal is taken again at an optional time interval.
