An electrode base for secondary cells assembled into a cylindrical cell in a wound form and produced by forming a porous layer on a metallic core by sintering, which has a porous metallic layer sintered body not separating from and coming off the metallic core and excellent in adhesion. Formed on at least one side of a steel sheet is an Ni-Co-P alloy plating or a two-layer plating consisting of an underlying Ni-P alloy plating layer and an overlying Co plating layer. Ni powder is applied to the plating and sintered to form an Ni-Co-P alloy layer between the nickel powder and the steel sheet and thereby to join the sintered body to the steel sheet.
