<p>A base station monitors all the transmission power requests of communication terminals in the cell or measures the reception qualities of the signals from the communication terminals, decreases the transmission rate (which can be decreased) of the users who are performing high-rate transmission when it judges that there is a possibility of degradation of quality of the upstream or downstream circuit, and thereby lowers the user required quality. Thus the circuit quality is prevented from degrading and good radio communication is realized.</p> |
