Among the projections of pole pieces (30, 40), projections (30a, 40a) that are nearest to a permanent magnet (20) and placed at a position within the diameter of the permanent magnet (20) hold a magnetic fluid (J) in a space surrounded by the projections and the surface of a shaft (70).
