PURPOSE: A cosmetic composition containing citric acid to prevent elution of dimethicone upwardly and silicon oil as an oil base material is provided which enhances skin moisturizing, smoothness and durability and reduces sticky feel. It contains no surfactant, thus preventing skin degreasing, dry and rough skin and skin side effects. CONSTITUTION: This cosmetic composition comprises 5 to 12% by weight of a mixture of glycerine, 1,3-butylene glycol, propylene glycol and sorbitol, 1 to 10% by weight of dimethicone, 1 to 2% by weight of a mixture of a carboxyvinyl polymer and arginine and 0.005 to 0.05% by weight of citric acid.
