PROBLEM TO BE SOLVED: To obtain a device treating a material to be treated with an arc by using a polyphase multielectrode. SOLUTION: Plural electrodes 1a to 1c are arranged in a water tank 30, the tank 30 is filled with water 20 to submerge the electrodes 1a to 1c in the tank 30, and further a material 800 to be treated is set in the water. Subsequently, each of the phases of a polyphase AC power source are impressed on the electrodes 1a to 1c to generate plural arcs 90 between the electrodes 1a to 1c to treat the material 800 or the water 20.
