PROBLEM TO BE SOLVED: To provide a hydrophilic surface treatment compsn. and a hydrophilic surface treatment agent generating no foaming at the time of hydrophilic treatment work, free from a problem of the abrasion of a mold and capable of imparting excellent hydrophilicity, the lasting properties thereof and antibacterial or antifungal properties to the surface of a material to be coated (especially, the surface of a metal of a heat exchange fin material comprising aluminum or an alloy thereof or the surface of plastic or glass for the purpose of anti- fogging or antistatic treatment). SOLUTION: A hydrophilic surface treatment compsn. contains a water-soluble carboxyl group-containing polymer, an ammonium salt thereof or an amine salt thereof, an imino group-containing polymeric compd., polyalkylene oxide and an antibacterial/antifungal agent imparting antibacterial or antifungal properties as effective components and a hydrophilic surface treatment film is formed by using this compsn.
