PROBLEM TO BE SOLVED: To perform brake control by an actuator after quickly determining the possibility of a sudden brake operation by a driver and to vary according to the traveling state of the vehicle the brake control based on the criterion used in determining the possibility of the sudden brake operation and the determination on the possibility of the sudden brake operation. SOLUTION: The operating value of an accelerator pedal is detected by an accelerator operating value sensor S2, and a determining means 13 determines, on the basis of the value detected by the accelerator operating value sensor S2, that a driver is highly likely to perform a sudden brake operation; actuation of an actuator 2 is controlled by an actuation control means 15 so that the actuator 2 is actuated as the determining means 13 determines that a sudden brake operation is highly likely to be performed. At least either one of the criterion used by the determining means 13 or the operating value of the actuator 2 controlled by the actuation control means 15 is varied by a varying means 17 according to the vehicle body speed detected by a vehicle body speed detecting means S4.
