PROBLEM TO BE SOLVED: To obtain a flocculant usable for inexpensively treating a large amount of wastewater, or the like, by adding a small amount of an inorganic flocculant, a polymeric flocculant and a flocculant such as charcoal and polysaccharide to paper sludge ash and agitating/mixing them. SOLUTION: The paper sludge ash is properly weighed and thrown into a mixer 1, aluminum sulfate, polychlorinated aluminum, soda aluminate, charcoal, a polysaccharide, a polymeric flocculant or an inorganic flocculant are added to the mixer by a small amount corresponding to the usage of the paper sludge ash and the mixture is agitated by an agitator 2 driven by a motor 3. The agitated paper sludge ash is supplied to a pulverizing means consisting of a crusher 6 through a stockyard 4. The pulverized paper sludge ash is carried upward in a vertical hood 7 while being sucked by an upper fan 8, is introduced into a cyclone 9, drops downward while revolving in the cyclone 9, is withdrawn from a rotary valve 11, is weighed by a weighing machine 12 and is packed in a bag 13.
