PROBLEM TO BE SOLVED: To form a non-powered and autonomous recovering/conveying circuit and to utilize much water reliably and effectively by returning the heat medium delivered from a water storage tank back into the water storage tank as recovered water through the utilization of the water head generated in a return passage in the vertical direction. SOLUTION: A drain port is provided at a proper position on a lateral channel 1c connected to the upper section of a sluice valve. The lateral channel 1c serves as a conveying passage of recovered water and also serves as a sprinkling device sprinkling the recovered water on the ground. A water storage tank T stores the recovered water, and the water in the water storage tank T is fed to a roof and is utilized as a heat medium for melting snow. The heat medium flows down on the roof surface while melting snow in contact with snow grains, and it is increased than the initially fed quantity and is recovered in a roof gutter 1a. The recovered water flows into a leader 1b, it is moved in the lateral channel 1c with the water head added to it, and finally it flows into the water storage tank T.
