PROBLEM TO BE SOLVED: To prevent pressure loss of exhaust by clogging of a scavenging material by restraining formation of ash on an exhaust emission control device furnished with the scavenging material to scavenge a particulate matter contained in the exhaust discharged from an internal combustion engine. SOLUTION: An exhaust emission control device of an internal combustion engine 1 is furnished with a scavenging material to scavenge a particulate matter contained in exhaust discharged from the internal combustion engine 1, and the scavenging material is constituted by supporting metal having electronegativity of not more than the same of a specified component contained in fuel and/or lubricating oil of the internal combustion engine 1.
