PROBLEM TO BE SOLVED: To provide a method for producing a phosphate-base catalyst. SOLUTION: Phosphoric acid is mixed with a substantially water-insoluble alkaline earth metallic salt in such a way that the molar ratio of phosphorus to the alkaline earth metal is adjusted to <1 to produce the objective phosphate- base catalyst. Since this product contains the hydrogenphosphate of the alkaline earth metal and the starting alkaline earth metallic salt, filtration and drying are carried out. The product is used as a catalyst for the production of triethylenediamine, e.g. from mono- and di-substituted piperazines, e.g. hydroxyethylpiperazine and aminoethylpiperazine, ethanolamine and substituted ethanolamine, and piperazine-containing crude hydroxyethylpiperazine, hydroxyethylpiperazine, bis-hydroxyethylpiperazine and water.
