PROBLEM TO BE SOLVED: To facilitate maintenance and inspection and to enable cleaning/ removing and parts exchange in a short time and inexpensively. SOLUTION: In this device, when carbonized products stuck to a firing/ treating tank 40 is cleaned/removed by using a device in which the lower part of a cooling bracket 16 and the firing/treating tank 40 are connected freely rotatively by an opening/closing hinge 35, the carbonized products stuck to the firing/treating tank 40 is cleaned/removed in a state in which maintenance and inspection are facilitated by rotating the cooling bracket 16 by the opening/ closing hinge 35. Moreover, when a reaction nozzle supporting flange 34 mounted at the lower part of the cooling bracket 16 is etched by CO, or the like, only the reaction nozzle supporting flange 34 is exchanged in the state in which the maintenance and inspection are facilitated.
