PROBLEM TO BE SOLVED: To provide a base isolation system improving in the defects of the conventional vibration control/base isolation system. SOLUTION: In this base isolation system in which a bearing for elastically supporting only in the horizontal direction and a damping device variable in the damping force are installed between a structure and the ground, and also which is provided with a control device for changing over the damping force of the damping device in accordance with the signals from sensors for detecting the acceleration of the structure and the ground and for detecting the relative displacement of the structure and the ground, an optimum control force based on the bilinear optimal theory is obtained from the equation expressing the characteristics of the structure and the damping device to select the control force as the value of the variable damping force of the damping device. The control device obtains the optimum control force or the optimum viscous damping coefficient on the basis of the detected values of the sensors and accurately controls the vibration of the structure while inputting the viscous damping coefficient into the damping device and realtimely changing the damping force or damping characteristics of the damping device.
