PROBLEM TO BE SOLVED: To obtain a composite hardened body suitable as a core material for a composite building material having waterproof properties and abilities for preventing breakage by freezing by forming a layer for preventing water absorption on the surface of an inorganic amorphous body with fibrous material mixed therewith. SOLUTION: This composite building material is formed by using a composite hardened body 1 having a fibrous material 3 mixed in an oriented state in an inorganic amorphous body 2 composed of two or more kinds of oxide systems, and forming a layer for preventing water absorption, composed of a thermoset resin containing 0.3-3.0 wt.% preventive of the water absorption comprising calcium stearate, a fatty acid derivative or a paraffin wax on the surface, as a core material, and further forming a reinforcing layer at least on one surface thereof.
