PROBLEM TO BE SOLVED: To reduce occurrence of a moire in printing plate making of a stencil base sheet having a support of an array having a regularity. SOLUTION: Image data of one line input to a control means are divided into N pieces of print data 1 to N so that N pieces of adjacent heating elements of a thermal head become heating periods different by 1/N of one line cycle of a main scanning direction X. The divided print data 1 to N are output to the head at different periods to form punched holes K. In this case, N pieces of the elements are not simultaneously heated, but obliquely punched in a range of N pieces. Accordingly, even if the relationship between a mesh pitch of a stencil base sheet and a pitch P1 of heating element of the head has a regularity, the occurrence of a moire for reducing the regularity is decreased.
