The anoxic water 10 at the sea(water) bottom 9 is sucked up by the ascending force generated within the water suction device 1 by the blown-off air 8. As a result, the ascending water made rich in oxygen is injected as the oxygen rich water 11 from the water injector 2 into the sea(water) 14. A float buoy 4 is connected by a rope 12 to the water injector 2 to prevent the fall of the water injector 2 in the water.
