SOLUTION: Base reinforcing bars are assembled on a footing sub-slab concrete 36, and a mounting section 24 of a blockout lower holder 30 is fixed. Full volume of footing beam lower main bars 43 and upper main bars (both ends) 44a are arranged upward of the blockout lower holder 30. Leg sections 17 projected downward of a blockout frame 20 are fixed on the blockout lower holder 30. Upper main bars (middle parts) 44b are arranged through the inside of through-holes 15 and 15a of the blockout frame 20. The footing beam concrete is cast except the inside of the blockout frame 20. Anchors 6 of a steel pipe column 10 are housed in the blockout frame 20 to hold and erect the steel pipe column 10, and the erection of other steel framed members is made. High strength/high flowable concrete is cast in the blockout frame 20 to connect a column base of the steel pipe column 10 to a footing beam 47.
