PROBLEM TO BE SOLVED: To provide an excellent gas barrier property even under a high humidity by forming a coating film of which the major constituent components are an inorganic plate-form particle and a water-soluble polymer, on one surface of a thermoplastic resin base material, and making the coating film contain a wet penetrating agent. SOLUTION: On one surface of a thermoplastic resin base material of polyolefin, polyethylene terephthalate, polybutylene terephthalate or the like, a coating film of which the major constituent components are an inorganic plate-form particle wherein one plate-form particle is formed by superposing ultra-thin unit crystal layers of kaolinite, halloysite, verculite or the like, and a water-soluble polymer using a cellulose derivative of a polyvinyl alcohol based polymer, carboxymethyl cellulose or the like, is formed. Then, in the coated film, a wet penetrating agent which is a laterally symmetrical nonionic particle having a structure wherein a hydrophilic group comprising a triple bond of a hydroxyl group and carbon-carbon, is pinched by a hydrophobic group comprising a branched hydro-carbon, is contained.
