PROBLEM TO BE SOLVED: To obtain a composition exhibiting good electric insulating properties and adhesive properties and excellent in flame retardancy by compounding a polyester-based resin, a nitrogen-containing organic flame-retardant and calcium carbonate. SOLUTION: This adhesive comprises 100 pts.wt. of a polyester-based resin (A), 50-150 pts.wt. of a nitrogen-containing organic flame-retardant (B) and 5-150 pts.wt. of calcium carbonate (C). If required, an antioxidant, a metal corrosion inhibitor, a crosslinking agent, a filler, an antistat and the like are further compounded. The component A has a number-average mol.wt. of 3,000-100,000 and a glass transition temperature of 0-100 deg.C, and formed from an acid component such as terephthalic acid, trimellitic acid or the like and a diol component such as diethylene glycol, 1,4-cyclohexanedimethylol or the like. The component B is a non-halogen flame-retardant, for example, melamine, melamine cyanurate, benzoguanamine or the like. A flame-retardant adhesive layer having a thickness of 10-100μm is formed on an insulating substrate film such as a polyethylene terephthalate or the like to give an adhesive film.
