PROBLEM TO BE SOLVED: To provide an operation lever capable of improving touch feeling of a grip and having excellent durability, and a manufacturing method therefor. SOLUTION: In an operation lever in which a plastic grip is attached to an end part of a metallic shaft, a thick-walled inner core part 21 is insert- molded at a first step and a thin-walled soft covered part 22 is insert-molded at a second step when the operation lever in which the grip 20 is made of the hard inner core part 21 and the soft covered part 22 covering the inner core part 21 and a grip part of the operation lever are molded.
