PROBLEM TO BE SOLVED: To provide a surface active agent composition which is suited in the preparation of emulsified fuels having good combustion efficiency and capable of lowering the combustion temperature and reducing discharge of injurious substances, and emulsified fuels using the same. SOLUTION: A surface active agent composition contains 49-65 wt.% polyoxyethylene alkyl ether based surface active agent, 1-16 wt.% lower alcohol, 5-20 wt.% alkylene glycol, and 0.2-5 wt.% vegetable oil. To a mixture of 100 pts.wt. kerosine or heavy oil and 1-100 pts.wt. water is added 0.2-0.9 pt.wt. this composition and emulsified to obtain an emulsified fuel containing air particles with a particle diameter of 3-5μm.
