PROBLEM TO BE SOLVED: To accurately and smoothly perform pressure-insertion of an end cap by adjusting a relative position between a cladding tube for a nuclear fuel rod and the end cap to a given condition and pressure-inserting the end cap into an opening end of the cladding tube. SOLUTION: A shank part 4b of an end cap 4 is mounted to an insertion hole 11a of an end cap holding tool 11 which is arranged opposite to the opening end of a cladding tube 2. The relative position between the cladding tube 2 and the end cap 4 is adjusted to a condition satisfying formulae I, II. In the formulae I and II, D is diameter of the insertion hole, d is diameter of the shank part, t shows deviation of axial cores between the cladding tube 2 and the insertion hole in the case where bending is not caused to the opening part, u shows difference between the tip end diameter and the base end diameter of a taper portion 4c formed at the top of the end cap 4, and V shows a deflection volume at the welding position of the opening of the cladding tube 2. The end cap holding tool 11 is forwarded to the opening end side so as to start pressure-insertion action. Even if bending is caused at the opening end, the end cap 4 is pressure-inserted in the cladding tube 2 by the guide of the taper part 4c.
