PROBLEM TO BE SOLVED: To shorten the work time by arranging reinforcing bars, sticking a heat insulating material to an interior substrate material, assembling them with fixing bolts fixed to the reinforcing bars and substrate material fixing screws, and forming a concrete form panel. SOLUTION: An interior substrate material 1 and a heat insulating material 2 are assembled to reinforcing bars 3 arranged in a lattice shape with fixing bolts 4 fixed to the reinforcing bars 3 and substrate material fixing screws 5, and a reinforced concrete form panel is formed in advance. The form panels are assembled to form a wall at a building site, a concrete panel 7 is fitted on the outside with mortar concrete 6, concrete is poured, an outside form is removed after hardening, and the exterior/interior finishing work is conducted. Since the interior substrate material 1 and heat insulating material 2 are used to form the form, no inside concrete panel is required, and the material cost can be reduced.
