PROBLEM TO BE SOLVED: To utilize a chucking means as an energizing means, too. SOLUTION: The chucking means 100A is constituted of a chucking body 108A having a pair of electrode terminals 180, 181. The pair of electrode terminals are fitted to the chucking body via insulating materials 194, 195 respectively, and simultaneously, the chucking body is fitted to an opening/closing means so as to attain the chucking of an end of a capstan for the surface treatment by means of the electrode terminals. The opening/closing means is constituted of a cylinder 182, an arm 185, etc. The surface treatment of the capstan is achieved by energizing the electrode terminals, while the capstan being chucked, as the electrode terminals are fitted to the chucking body via the insulating materials. Thus, a chucking device is miniturized and is made lightweight.
