PROBLEM TO BE SOLVED: To prevent the swelling of a waterproof surface caused by the deaeration of moisture and the expansion of existing air contents between the perforated waterproof sheet and waterproof backing surface. SOLUTION: An deaeration sheet 5 is formed by coating a waterproof material 4 to a single surface consisting of low shrinkage fibers such as air ventilating unwoven fabrics, woven fabrics, felt or the like and also to the end surface as non-ventilation side thereby creating a deaeration sheet 5, this deaeration sheet 5 is bent, a surface not coated with the waterproof material 4 is adhered between the whole periphery of waterproof backing surface not coated with the waterproof material 4 or partial perforated waterproof sheet and the waterproof backing surface, and other single side end portion of the deaeration sheet 5 is fixed to a rising portion of the peripheral edge of other single side end portion of the deaeration sheet 5.
