PROBLEM TO BE SOLVED: To obtain a new compound having an insulin-like action, useful as a therapeutic agent for diabetes, hypertension, etc. SOLUTION: This bis(halopicolinate)oxovanadium complex such as bis(5- iodopicolinato)oxovanadium complex. The compound is obtained by adding a solution of vanadium sulfate oxide to a solution of a halopicolinic acid such as 5-iodopicolinic acid, etc., to form an oxovanadium (IV) complex and isolating the complex. The halopicolinic acid is obtained by halogenatingα-picoline with a halogenating agent such as I2, etc., and then oxidizing the halogenated substance with an oxidizing agent such as potassium permanganate, etc. The compound is useful as a medicine useful as a prophylactic/therapeutic agent for glucose tolerance disorder, hyperlipemia, atherosclerosis, etc.
